How Aleksey Khomyakov, under the “roof” of ex-Minister Krykliy, organized schematization at the Ukrainian Danube Shipping Company and in the Administration of the Sea Ports of Ukraine

UDP is the flagship of the river fleet, the Danube pearl, which provides Ukraine with participation in river transportation throughout the European territory of the Danube.

And now for the position of acting. in November 2019, the heads of the board of the UDP appoint Oleksiy Khomyakov, who, with the tacit consent of Krykliy, directs all his professional potential and experience to the destruction of the last shipping company in Ukraine.

From the first days of his work, Aleksey has been organizing a scheme for the withdrawal of all UDP ships, and this is 455 watercraft for a second, from state property.

The essence of the scheme was that Khomyakov, together with his accomplices, created the Hungarian company BSC Business Shipping Company in order to transfer the entire UDP fleet to the authorized capital of this company, which is supposedly the only operator.

According to his plan, the fleet goes under the Hungarian flag, becomes collateral and disappears forever.

But this plan of Aleksey and Vladislav was not destined to be realized – employees of the DBR and SBU raided Khomyakov and his accomplices with searches.

The permissiveness and support of Krikliy made Khomyakov constantly think about where to steal from a state enterprise.

The experienced thief Khomyakov could not go unnoticed by the tidbit of UDP – the administrative building of the main agency of the shipping company in the capital of Hungary at Marcius 15 sguare worth $16 million.

To implement the plan, Khomyakov created 2 Hungarian subsidiaries of UDP: “TRANSHOLD Kft” (96% – UDP) and “TRANSSHIP Kft” (40% – UDP, 60% – “TRANSHOLD Kft”). After that, bypassing the procedure, without the necessary approvals from the MIU and the State Property Fund, Alexey transfers the expensive building to the balance of TRANSHOLD Kft.

And now it is not the state of Ukraine that manages the building, but a simple Hungarian Pal Sovag, part-time drinking companion of Khomyakov.

Many other schemes of Khomyakov could show the audit of the Ministry of Infrastructure, which was carried out last year, but Krykliy did his best not to publish it until now.

An equally interesting and profitable scheme was organized by Krykliy’s subordinates in the Ukrainian Sea Ports Administration.

Professionals in pumping money out of state enterprises quickly realized that state-owned tugboats can work not only for the state and came up with a scheme to provide towing services to shipowners in the Odessa, Black Sea and Yuzhny seaports through their laying companies. Laying was calculated at an hourly rate, while shipowners were closed for services at a rate based on the module of the vessel. This allowed Krikliy and Co. to enrich themselves by 10-15 times more than the state earned.
